Purpose of this System

This Certification & Accreditation Forum (system) has been established to assist the Associate Director of National Intelligence (ADNI) Chief Information Officer (CIO) make revitalize and improve information technology system Certification & Accreditation (C&A) processes. The ADNI CIO has provided the collaboration capabilities available on this system (Forums and Blogs) to encourage interested government, industry, and academic communities to exchange ideas and share information regarding recommended ways to improve the government\'s C&A processes.

The Forum capability allows registered users to engage in threaded discussions concerning topics relevant to C&A; discussions concerning other topics are prohibited and will be removed from the forum. Only authorized government representatives may use the Blog capability to post relevant information that is viewable by all registered users.

This system is continuously monitored and moderated. By registering on this system, you consent to monitoring of your use of the site and consent to disclosure of your registration information. Any posting with content not related to C&A or constituting unauthorized usage will be removed. Acceptance of these Terms of Use and registration is required for use of this system. This system is subject to monitoring as provided herein.

Privacy Act Notice

The Privacy Act, 5 U.S.C. 552a requires Federal agencies to inform individuals when they are asked to provide personally identifiable information how that information might be used. This system has been established for the purposes described herein. Providing information on this system is voluntary, but failure to register will limit a user to reading the contents of this site.

The ADNI CIO maintains this system and collects personal information as a condition of participation under the authority of 50 USC §403-1. Information maintained in this system will be used to improve certification and accreditation processes and may be disclosed to any individuals or entities having access to this website. All information provided through registration (except passwords) will be available. Registrants do not need to provide actual names or any other identifying information. The only required information is a valid e-mail address and a username, which can be an alias or handle and need not be a user\'s actual name. Providing registration information constitutes consent to public disclosure and official use of any information provided, and to maintenance, disclosure, and official use of the information following the inactivation of the forum.

Notice of Consent to Monitoring

This is a United States Government computer system. This computer system, including all related components (e.g., networks, hardware, software, applications), is provided for the purposes described herein. U.S. Government computer systems may be monitored and audited for all lawful purposes, including ensuring that their use is authorized, for management of the system, to facilitate protection against unauthorized access, and to verify security procedures, survivability, and operational security. For security purposes and to ensure that this system remains available to authorized users, this Government computer system employs software programs to monitor network traffic to identify unauthorized attempts to access, change, or otherwise cause damage. During monitoring and auditing, information may be examined, recorded, copied, and used for authorized purposes. All information including personal information, placed on or sent over this system may be monitored and audited.

Any use of this U.S. Government system constitutes consent to monitoring and auditing of this system. Evidence of unauthorized use collected during monitoring and auditing may be used for administrative, criminal or other adverse actions, and such evidence may be provided to appropriate law enforcement officials.

Unauthorized attempts to access, change, or otherwise cause damage on this system are strictly prohibited and may be punishable by administrative discipline, civil penalties, and/or criminal prosecution under the provisions of the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act of 1996 (18 U.S.C. § 1030) or other criminal statutes.

Unauthorized Usage

Use of this system for other than the purpose described is strictly prohibited. Participants understand all submissions are subject to review before submissions are posted and that this forum is open for participation only in accordance with the purpose described herein. Examples of unauthorized use include, but are not limited to-

• Use of file sharing technologies, also known as Peer-to-Peer (P2P) software.
• Unauthorized acquisition, use, reproduction, transmission, or distribution of any controlled information including computer software and data, that includes privacy information, copyrighted, trade marked or material with other intellectual property rights (beyond fair use), proprietary data, or export controlled software or data.
• Making offensive, indecent, harassing, threatening, libelous, defamatory or disparaging statements.
• Making disparaging statement concerning race, religion, national origin, gender, sexual orientation, or political expression.
• Sexually related material, profanity, obscenity, name-calling, personal insults, crude or derogatory comments.
• Unlawful or unauthorized access or attempts to access or bypass security features employed on this system.
• Posting of personally identifiable information about other individuals that is subject to the privacy under the Privacy Act (5 U.S.C. 552a).

Classified National Security Information

Posting or the use of classified national security information on this system is strictly prohibited. Questions concerning the classification, safeguarding, and/or the proper use or posting of information to this system should be directed to your agency or organizational security office prior use of this system.

Access Control and Personal Responsibility

To protect the integrity of this system as well as the purpose for which it was established, users are required to register in order to use the features of this system. To protect the integrity of your participation in discussion forums, a user identifier (name) and password is required. Registrants do not need to provide actual names or any other identifying information. The only required information is a valid e-mail address and a username, which can be an alias or handle and need not be a user\'s actual name. Individual users are responsible for protecting the confidentiality of passwords against unauthorized disclosure or use by another individual.

Official Federal Agency Record Responsibilities

Postings that meet the definition of records in the Federal Records Act (44 USC §3101 et seq.) are covered under the same disposition schedule as all other federal records. This means that postings that users make to the website will be preserved and maintained for varying periods of time if those postings meet the definition of federal records. Posting that are not federal records are deleted when no longer needed.

Cookies

A cookie is small amount of data, typically an anonymous but unique identifier, sent to a browser by a web server and may be saved to user\'s computer to facilitate convenient use of certain website features. Session cookies are used for the duration of a session connection with the visited website. Session cookies are typically deleted at the end of a browsing session-when the browser is closed. Persistent cookies are saved to a user\'s computer to allow recognition of a user and/or their preferences the next time the user visits the same website. This system does not use persistent cookies.

Copyrights, Intellectual Property, and Commercial Content

No copyrighted or proprietary materials or any other form of intellectual property shall be posted to this system. The Government intends to use the information posted on this system to facilitate making decisions on future changes to the Certification & Accreditation process. All information submitted shall be treated as public information (i.e., viewable by any interested party). By registering for this forum, users consent to the use by the Government of any and all of the content of their postings on an unrestricted, royalty-free basis. All postings containing any intellectual property not in the public domain will be removed in their entirety.

Users will not be compensated for providing information to this forum and the government is not subject to claims for payments for use of information submitted to this forum.
