vital record is a resource that is needed: (a)
to restore an enterprise to full operation
following a catastrophe, or (b) as a record
that is essential to protect the legal and
financial rights of the government or the
individual directly affected by its activities.
The attribute named "indicator" is used to specify
whether or not this product record is vital.
