Ms. Marilyn Vacca was appointed the Associate Director of National Intelligence and Chief Financial Officer (CFO) in April 2009. In this capacity, she supports the Director of National Intelligence in formulating and justifying the National Intelligence Program (NIP) budget, overseeing budget execution, developing budget performance objectives, and facilitating Intelligence Community fiscal accountability and financial management improvement. Previously, Ms. Vacca served as the Deputy CFO for two years.
From 1999-2007, Ms. Vacca served the Director of Central Intelligence in various financial management positions including Director of the Resource Management Office (RMO) where she was responsible for formulating, justifying, and monitoring execution of the NIP budget. With the enactment of the Intelligence Reform and Terrorism Prevention Act, the functions of the RMO were expanded and transferred to the ODNI.
Ms. Vacca entered government service in the Department of Defense. From 1986-1999, she served in the Office of Naval Intelligence, the Defense Intelligence Agency, and the Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence and was engaged in programming, budgeting, and justifying U.S. intelligence programs and evaluating intelligence requirements and security issues. Prior to entering government service, Ms. Vacca was employed as a reading specialist in the Rhode Island public school system where she established junior high and adult school reading programs and taught disadvantaged students.
Ms. Vacca earned a B.A. in Secondary Education/Social Science and a M.Ed. in Reading Education from Rhode Island College. In addition, she holds an M.B.A. from the University of Rhode Island.
