The DDII's primary missions are:

- Manage and support the National Intelligence Manager teams as a unifying and integrating force for national intelligence analysis, collection, plans, and operations across intelligence disciplines and functions.

- Develop and implement the Unifying Intelligence Strategies to address the nation's most pressing national security concerns and persistent and emerging threats.

- Through the National Intelligence Council, deliver strategic intelligence analysis on regional and transnational issues of high importance to the Intelligence Community's (IC’s) most senior customers.

- Working with ODNI Enablers and the IC, provide integrated solutions to address major IC mission and enterprise opportunities, challenges, and gaps.

- Oversee the production of the President's Daily Briefing to support the President and other senior policy and military officials.

- In coordination with the National Intelligence Analysis and Production Board and the IC analytic schoolhouses, raise the quality of analytic tradecraft throughout the Community.

- Evaluate the IC’s progress against UIS challenges and gaps, facilitating DDII’s and the NIMs’ ability to conduct integrated mission management.

- In support of the NIMs and the UIS process, develop standards and requirements for integration of national intelligence operations.

- Engage other elements of the ODNI staff as well as national intelligence Functional Managers to drive their enabling operations.

- Perform mission oversight, program development, alignment, and implementation of improved intelligence collection and analysis tradecraft, capabilities, and operations through greater integration.

The Office of the Deputy Director of National Intelligence for Intelligence Integration (DDII) was established in October 2010 to work toward the Director of National Intelligence James Clapper’s vision of a fully integrated Intelligence Community. In August 2014 Mr. Michael P. Dempsey became the Deputy Director for Intelligence Integration, having previously served as Assistant Deputy Director for Intelligence Integration.

Within DDII, regional and functional National Intelligence Managers (NIMs) develop Unifying Intelligence Strategies (UIS) for geographic and topic areas. The UISs serve as a roadmap to help the Intelligence Community work together on the highest-priority intelligence issues.

  • The National Intelligence Management Council (NIMC) is the headquarters element for the National Intelligence Managers who serve as the DNI’s principal advisors for their assigned regional and functional mission areas. The NIMs assist the DNI by strategically aligning the IC against the Nation’s intelligence priorities.
  • The National Intelligence Council (NIC) serves as a bridge between the intelligence and policy communities, a source of deep substantive expertise on intelligence issues, and a facilitator of IC collaboration and outreach.
  • The President’s Daily Briefing Staff (PDB) organizes the IC’s daily intelligence reporting to the President and cabinet members.
  • The Mission Integration Division (MID) works to leverage Intelligence Community analytic, collection and other capabilities to advance the priorities of the NIMs. Working with ODNI Enablers, Functional Managers and IC components, MID develops integrated efforts to address NIM mission and enterprise challenges, tackle identified intelligence gaps, and assess community progress against IC priorities.

OLA’s mission is to act as the principal interface between the ODNI (and the IC on certain issues) and Congress. Its charge is to facilitate the implementation of those sections of the National Security Act of 1947, as amended, which stipulate that the heads of the IC agencies shall “keep the Congressional intelligence committees fully and currently informed of all intelligence activities of the United States.  This is accomplished through hearings, budget documentation, briefings, Congressional Notifications, written reports, site visits, correspondence, phone calls, and emails.

OLA provides support and legislative strategies to senior ODNI leadership; leads Congressional engagements on behalf of the ODNI; obtains Congressional support for ODNI/IC budget requests and authorities/policies; and in coordination with the Office of the General Counsel provides IC views and support to the White House and National Security Council Staff on legislative matters.

The Office of Legislative Affairs acts as the principal interface between the ODNI and Congress.

OLA is led by the Director of Legislative Affairs and consists of four teams composed of subject matter expert liaison officers whose mission is to guide and support ODNI offices and components in their interactions with Congress.
