What We Do

The Chief of the Office of Intelligence Community and Diversity (IC EEOD) serves as a key advisor to the Director of National Intelligence (DNI); provides leadership to the Intelligence Community (IC), especially through the IC EEOD Council (EEO and Diversity principals) and senior leaders in each IC Element; and ensures the provision of EEO services to the DNI workforce.

The Office plays a leadership role in designing and implementing innovative EEO and diversity programs and diversity best practices to increase the overall representation of minorities, women, and persons with disabilities across the IC, and benchmarking model agency best practices for Title VII compliance.

To this end, DNI-EEOD works closely with all key stakeholders across the Intelligence Community to coordinate the development of diversity strategies and mechanisms to facilitate the implementation of DNI-wide policies and to ensure compliance with applicable law and statutes.

Focus areas include ensuring equity in hiring and recruitment, retention efforts, promotions, rewards and awards, process improvement, career development programs, complaint management and resolution, and reasonable accommodations for persons with disabilities.

 


Functional Areas

The DNI-EEOD consists of a front office and three distinct functional areas: IC EEO Outreach; IC Diversity Outreach; and, IC EEOD Strategy and Analysis.

Division of IC EEO Outreach
Responsible for policy formulation, implementation, coordination, and management of the civil rights and equal opportunity programs of the Office of DNI such as EEO training, reasonable accommodation, alternate resolution program, and complaints processing, in addition to Intelligence Community leadership, outreach, and coordination for EEO compliance programs.

Division of IC Diversity Outreach
Responsible for providing leadership to the DNI and IC in the overall management of diversity programs, specifically responsible for serving as a focal point on issues regarding diversity recruitment, community outreach, affirmative employment and special emphasis programs, diversity best practices and career development activities.

Division of IC EEOD Strategy and Analysis
Serves as a consultant on issues related to EEO and diversity. Responsible for developing IC-wide strategies and policies for driving change in EEO and diversity management. Specifically, responsible for developing organizational metrics and a formal assessment process for reporting and tracking the implementation of diversity management initiatives.

Who We Are

The Intelligence Community(IC) Equal Employment Opportunity and Diversity (EEOD) Office is responsible for the overall management of the ODNI EEO and Diversity Program, and provides IC-wide oversight and guidance in developing, implementing, and measuring progress in EEO, diversity, and inclusion. The Chief, IC EEOD is the principle advisor to the DNI and IC senior leaders on issues related to equity, fairness, diversity, and inclusion, and reports directly to the DNI.  The IC EEOD Office is responsible for developing, implementing, and measuring performance against the five year ODNI Diversity and Inclusion Plan, the five year IC EEO and Diversity Strategic Plan, and the ODNI Management Directive 715 EEO Program Status Report.

History 

Intelligence Community (IC) senior leaders believe strongly that diversity is a mission-critical imperative, essential to ensuring our Nation's security and success in the war on terror. To combat new, global, and increasingly complex national security threats, the IC must employ, develop, and retain a dynamic, agile workforce that reflects diversity in its broadest context cultural backgrounds, ethnicity, race, gender,  age, disability, gender identify, heritage, language proficiency, and perspectives . While the IC continues to move forward in achieving these goals, much more needs to be done to accelerate our progress and focus on results in diversity and inclusion.

In early 2006, the Director of National Intelligence (DNI) appointed the first Chief of EEO for the IC and made the decision soon thereafter to merge this office with the IC Diversity Strategies Division (formerly in the IC Chief Human Capital Office) to better integrate EEO and diversity functions and leverage resources. This new Office of IC EEO and Diversity (EEOD) reports directly to the DNI. In addition to its IC-wide responsibilities, IC EEOD also provides these services for the ODNI workforce and organization. In July 2005, the DNI issued his first DNI's Policy Statement on Diversity to the IC.

What We Do

The DDII's primary missions are:

- Manage and support the National Intelligence Manager teams as a unifying and integrating force for national intelligence analysis, collection, plans, and operations across intelligence disciplines and functions.

- Develop and implement the Unifying Intelligence Strategies to address the nation's most pressing national security concerns and persistent and emerging threats.

- Through the National Intelligence Council, deliver strategic intelligence analysis on regional and transnational issues of high importance to the Intelligence Community's (IC’s) most senior customers.

- Working with ODNI Enablers and the IC, provide integrated solutions to address major IC mission and enterprise opportunities, challenges, and gaps.

- Oversee the production of the President's Daily Briefing to support the President and other senior policy and military officials.

- In coordination with the National Intelligence Analysis and Production Board and the IC analytic schoolhouses, raise the quality of analytic tradecraft throughout the Community.

- Evaluate the IC’s progress against UIS challenges and gaps, facilitating DDII’s and the NIMs’ ability to conduct integrated mission management.

- In support of the NIMs and the UIS process, develop standards and requirements for integration of national intelligence operations.

- Engage other elements of the ODNI staff as well as national intelligence Functional Managers to drive their enabling operations.

- Perform mission oversight, program development, alignment, and implementation of improved intelligence collection and analysis tradecraft, capabilities, and operations through greater integration.
