What We Do

National Counterterrorism Center Seal NCTC serves as the primary organization in the U.S. government for integrating and analyzing all intelligence pertaining to terrorism possessed or acquired by the U.S. government (except purely domestic terrorism); serves as the central and shared knowledge bank on terrorism information; and ensures that agencies receive all-source intelligence support needed to execute their counterterrorism plans or to perform independent, alternative analysis, and receive the intelligence needed to accomplish their assigned activities.

NCTC serves as the principal advisor to the DNI on intelligence operations and analysis relating to counterterrorism, advising the DNI on how well US intelligence activities, programs, and budget proposals for counterterrorism conform to priorities established by the President.

Unique among US agencies, NCTC serves as the primary organization responsible for strategic operational planning for counterterrorism. Operating under the policy direction of the President and the National Security Council, NCTC provides interagency planning and assessments of US strategic counterterrorism programs and activities.

Who We Are

National Counterterrorism Center Seal The National Counterterrorism Center (NCTC) was established by Presidential Executive Order in August 2004, and codified by the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA). NCTC implements a key recommendation of the 9/11 Commission: “Breaking the older mold of national government organizations, this NCTC should be a center for joint operational planning and joint intelligence, staffed by personnel from the various agencies.” NCTC is staffed by personnel from multiple departments and agencies.

Lead our nation’s effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort.

To Submit A Complaint

The Civil Liberties and Privacy Office reviews, assesses, and, where appropriate, investigates complaints and other information indicating possible abuses of civil liberties and privacy in the administration of ODNI programs and operations.

If you wish to report a potential civil liberties and privacy violation or file a complaint, please provide a written detailed description of the incident and surrounding circumstances, and include copies of any unclassified documentation pertaining to the matter.

Please note:

  • The Civil Liberties Protection Officer's statutory duty to review, assess, and investigate complaints extends only to the administration of programs and operations of the ODNI. Accordingly, if your concern involves a program or operation administered by another U.S. Government department or agency, please submit your concern directly to that entity. Depending on the subject matter, your complaint may be referred to the IC Office of Inspector General or to another U.S. Government department or agency, such as the Department of Justice, to conduct an investigation as appropriate.
  • No action constituting a reprisal, or threat of reprisal, will be made against a Federal employee for making a complaint or for disclosing information to the Civil Liberties and Privacy Office that indicates a possible violation of civil liberties or privacy protections in the administration of ODNI programs and operations, unless the complaint is made or the information is disclosed with the knowledge that it was false or made with willful disregard for its truth or falsity.
