Provide guidance and support in the interpretation and application of the EO 12866, EO 13771, EO 13891, EO 13777, and the Administrative Procedures Act and related laws, regulations, procedures, and guidance as they pertain to the Federal rule-making process. Resolve day-to-day DoD Regulatory Program issues as they pertain to the execution of guidance and direction from the White House, OMB, and the Secretary of Defense. Collaborate with key DoD stakeholders and monitor federal legislation pertaining to the DoD Regulatory Program. Prepare, coordinate, and submit reports pertaining to the DoD regulatory activities that meets DO&C, CMO, DSD, and SD quality standards and responsiveness with almost all key issues addressed for senior leadership action.

Primarily responsible for reporting matters to ensure that DoD senior leaders are apprised of key issues, and provides recommendations for resolution, if necessary, within a timely manner. Represents the DO&C's interests in a professional, prepared, and articulate manner.

Secondary responsibility to support the Intelligence Oversight and Privacy and Civil Liberties Directorates on assessing proposed rules and issuances impact on intelligence and intelligence-related activities and shaping Departmental policies to mitigate the privacy and civil liberties impacts arising from the application of these capabilities or programs.

Serve on a multi-functional team with a core focus is on implementation of the Regulatory Reform Task Force recommendations to the Secretary of Defense on the retention, repeal, replacement, or modification of the Department's Federal regulations.

Assists in the reporting, tracking, documenting and assessment of emerging DoD issuances, instructions, and policies.

Assists in the development and presentation of Action Officer training and classes.

Ability to work effectively and collaboratively as a member of a small team. Demonstrated ability to operate independently and comfort with complex and ambiguous problem sets. Current knowledge of the Administrative Procedures Act. Ability to synthesize, explain, advocate, and negotiate with individuals and groups to resolve complex problems. Ability to exercise independent judgment, ingenuity and initiative in developing and presenting recommendations. Experience in interpreting regulations or policies and formulating recommendations. Ability to critically think. Excellent oral and written communications skills.
Experience using FDMS and the Federal Registry Notices web-sites a plus.


Improve knowledge of laws, policies, and principles guiding intelligence and intelligence-related activities.

Support development and implementation of Departmental level policies.

Portfolio management, assessment and analysis of DoD capabilities and programs.

Defense Intelligence Enterprise engagements and collaboration.
