The mission of the National Counterintelligence & Security Center is to lead and support the counterintelligence and security activities of the US Government, the US Intelligence Community, and US private sector entities who are at risk of intelligence collection, penetration or attack by foreign and other adversaries. Major Duties and Responsibilities (MDRs)
Contribute to the management and coordination of security projects by researching, writing/editing, collaborating on, and performing the initial review of time-sensitive information, correspondence, papers, policy, and briefing materials in response to taskings and action items from internal and external sources.
Perform as a subject matter expert, advisor, and responsible for managing and executing the ODNI's foreign ownership, control or influence (FOCI) and National Interest Determinations (NIDs) program.
Prepare comprehensive written reports documenting assessment findings and recommendations by analyzing information and data submitted by US Government agencies requesting NID determinations from the DNI. Prepare complete NID packages for ODNI Senior Executive review and signature.
Participate in strategic planning, policy development, and resource management to support FOCI policies to ensure compliance with the National Industrial Security Program.
Participate in relevant IC working groups, conferences, and other public forums to share information relative to ODNI's security policies and programs and to elicit information and expertise on policies in support of the protection of facilities and information.
Review and evaluate US Government security standards and ODNI policies to ensure appropriate protections for national security information are reflected, based on current technologies, capabilities, and conditions.
Review and develop responses to e-mail, correspondence, action items, and taskings; monitor response progress, coordination and collaboration; track progress against actions from internal and external sources.
Contribute to the development of processes to monitor the dissemination of information, continually improving and maintaining suspense database systems; maintain records in compliance with regulations and sensitive compartmentation.
Coordinate work activities, assignments, and projects with managers internal to the ODNI and across the IC to ensure their understanding and the effective completion of initiatives and requirements.
Mandatory and Educational Requirements
Knowledge of the ODNI, IC, and USG agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Knowledge of Industrial Security guidelines and the National Industrial Security Program.
Demonstrates exceptional sound judgment, professionalism, and composure, even in highly challenging or sensitive situations to promote a positive image of the IC.
Research, evaluate, and integrate data and information to identify creative and workable solutions for very difficult and ambiguous problems; draws on evaluations and interpretations to form sound conclusions and identify reasonable, logical solutions.
Oral and written communication skills to communicate effectively with key stakeholders throughout the IC and U.S. Government.
Ability to prepare correspondence, activity reports, executive summaries, communications, presentations, and briefing materials.
Interpersonal, organizational, and problem solving skills, including the ability to develop working relationships and networks with internal and external managers and staff.
Ability to work effectively with ODNI leaders in a highly active, fast-paced, and demanding organization.
