Component Mission

The Mission Support Division (MSD) provides its customers with a full range of support services and integrated solutions needed to accomplish the Office of the Director of National Intelligence (ODNI) mission. MSD staff provide proactive, comprehensive support, delivered with efficiency, professionalism, and a strong focus on cost value. MSD services include Human Resources, Information Management, Information Technology and Infrastructure, National Intelligence Emergency Management Activity, Security, Counterintelligence, and Facilities Management. To achieve efficiency, MSD also brokers support from other agencies for additional services, including logistics, travel and medical support. To ensure ODNI customer satisfaction, MSD conducts performance management and quality assurance reviews for each business area.

Major Duties and Responsibilities (MDRs)

•Independently plan, develop, and manage complex Human Capital (HC) projects or programs in the arena of workforce development, planning, and training that may require generating new concepts, principles, and methods to ensure their successful implementation within the ODNI.

•Advise Intelligence Community (IC) and ODNI leadership on the development, implementation, and management of complex HC programs, and ensure that the programs are aligned with and directly support the ODNI strategic mission objectives.

•Independently plan and conduct formal analyses of the strengths and weaknesses of HC programs that require resolving critical problems or developing new concepts and methodologies for programs that are of major significance to ODNI leadership and mission success.

•Independently plan, develop, and present written and oral briefings on workforce planning, development and analysis topics, tailor and align written products and oral briefings with overall objectives and individual employee needs.

•Serve as a liaison; listen to and understand the needs of the organization and tailor HC programs, methods, policies, and procedures to ensure they fully meet the organization's needs and overall mission.

•Provide direction to ODNI and IC managers in program planning, design, development, and implementation in the areas of workforce planning, development and analysis.

•Develop strategic and tactical plans to support Workforce planning and development analysis initiatives; and plan, develop, implement, and evaluate HC programs in response to IC directives and mission requirements.

•Conduct information sessions with the ODNI workforce on a variety of Human Resources topics.

•Represent Corporate Programs at meetings, conferences, and other forums within the ODNI and throughout the IC to promote collaboration, consistency, and equity.

•Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant issues.

•Administer the implementation of innovative approaches, policies, and processes to ensure adherence with management decisions regarding corporate policies, programs, and directives.

Mandatory and Educational Requirements

•Extensive knowledge in one or more areas of HC Subject Matter Expertise: HC Strategy & Policy, Performance and Effectiveness, Workforce Analysis & Planning.

•Three or more years of Human Capital / Human Resources experience.

•Demonstrated knowledge of position classification.

•Demonstrated program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation HC programs.

•Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem solving skills.

•Demonstrated oral and written communication skills, including ability to clearly convey complex information to audiences of all levels.

•Extensive knowledge of Federal and IC regulations, policies, and authorities on personnel administration

•Exceptional interpersonal, communication, and networking skills, and demonstrated ability to build and sustain professional networks.

•Demonstrated ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.

•Demonstrated ability to interpret and apply IC regulations, policies, and authorities to HR corporate programs in compliance with legal requirements.

•Extensive knowledge of quality assurance procedures and HR information systems to ensure data and process integrity.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. If selected for an in-person interview, the ODNI hiring office will pay for travel by commercial carrier (economy class) or reimburse for privately owned vehicle (POV) mileage. If applicable, the candidate also will be reimbursed at a flat rate for commercial lodging and per diem.
