The Assistant Director of National Intelligence for Systems and Resource Analyses (ADNI/SRA) is the principle staff assistant and advisor to the Director of National Intelligence (DNI) on matters pertaining to program analyses, evaluation, and resource allocation through independent analyses and advice relevant to the National Intelligence Program (NIP) and the Military Intelligence Program. As the principle advisor to the DNI on these matters, the ADNI/SRA analyzes, evaluates, and provides alternative plans, programs, and budgets for DNI priority objectives, projected threats, estimated costs, and resource constraints.
Major Duties and Responsibilities: (MDRs)
Lead, plan, design, and conduct major analytic and evaluative studies and reviews of Intelligence Community (IC) issues and programs to identify investment alternatives for the Director of National Intelligence's decision.
Participate in the production of Strategic Evaluation Reports (SER) that focus on multi-year, cross program investments as part of the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) process.
Conduct in-depth, analysis and evaluation of the National Intelligence Program (NIP) investments to determine proper resource utilization, efficiency, productivity, and cost effectiveness.
Participate in the production of analytical issue papers, background papers, talking points, resource issue papers, and other analytic products providing a feedback mechanism to measure progress, assess the continued cost-benefit of investment areas, and provide fact-based input for resource decisions.
Plan for and apply knowledge of a broad range of program analysis and evaluative methodologies to assess current and proposed IC programs and make recommendations on how to improve program effectiveness.
Plan and conduct in-depth analysis of portfolios to ensure alignment with organizational objectives, ODNI and IC policies, guidance from Office of Management and Budget (OMB), and Congress; present findings, conclusions, options, and recommendations to ODNI senior management.
Initiate, cultivate, and maintain productive working relationships with IC stakeholders, colleagues, and users to analyze systems and operations performance metrics, reporting requirements, and exchange knowledge and leverage information sharing techniques regarding current and proposed programs.
Mandatory and Educational Requirements:
Knowledge of the IC and its components, missions, and interrelationships, including a superior ability to participate in broad-based teams regarding key IC issues.
Demonstrated interpersonal, technical, and analytical skills required to effectively manage sensitive issues and demonstrated ability to plan, lead, and implement complex analytic efforts.
Experience developing and applying quantitative and qualitative methodologies for decision support or program analysis to identify alternatives for resolving complex issues.
Excellent oral and written communications skills, including ability to clearly convey complex information and ideas at all levels of management.
Demonstrated ability to lead and promote the development and use of a broad range of analytical tools and approaches to research, analyze, and present findings, conclusions, and recommendations (systems analysis, statistical methods, simulation modeling, etc.).
Knowledge and work experience in intelligence operations providing support to policy, planning, and/or operations strategy and development for a variety of disciplines (e.g., Human Intelligence, Geospatial Intelligence, Signals Intelligence, and Measurement & Signatures Intelligence).
Knowledge of and work experience with programmatic and financial management, strategic planning, and performance management.
Previous experience with system engineer / architecture processes including requirements and system artifact development.
Knowledge of data science, critical mission technology and information sharing issues related to "Big Data" mission needs and/or initiatives showing an ability to apply intellectual curiosity and innovation to deliver creative solutions to complex problems.
