The Mission Support Division (MSD) provides its customers with a full range of support services and integrated solutions needed to accomplish the Office of the Director of National Intelligence (ODNI) mission. MSD staff provide proactive, comprehensive support, delivered with efficiency, professionalism, and a strong focus on cost value. MSD services include Human Resources, Information Management, Information Technology and Infrastructure, National Intelligence Emergency Management Activity, Security, Counterintelligence, and Facilities Management. To achieve efficiency, MSD also brokers support from other agencies for additional services, including logistics, travel and medical support. To ensure ODNI customer satisfaction, MSD conducts performance management and quality assurance reviews for each business area.
Major Duties and Responsibilities (MDRs)
Provide a confidential forum to resolve workplace concerns outside of more formal redress and complaint processes.
When appropriate, discuss issues with the Chief Management Officer and/or Principal Deputy DNI to resolve conflicts, while maintaining employee confidentiality.
Serve in a coaching capacity and provide Conflict Resolution Training and mediation (leveraging, internal or community resources, when appropriate).
Develop and maintain an ODNI awareness campaign to publicize the ombuds function and purpose.
Create and sustain partnerships within ODNI.
Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.
Serve as the ODNI's representative to the IC Shared Neutrals Program.
Mandatory and Educational Requirements
Familiarity and some experience with conflict resolution; ability to informally resolve conflict by facilitating communication to reach mutually satisfactory solutions.
Familiarity with the roles and responsibilities (or ability to learn them) of the General Counsel, Equal Employment Opportunity Office, Inspector General, and ODNI Employment Management Relations Officer.
Familiarity with (or ability to learn) ODNI internal organizational structure, policies and procedures.
Strong interpersonal skills and superior ability to work effectively with individuals at all levels of ODNI to find equitable solutions for work place disputes.
Ability to interact with credibility with senior organization officials.
Ability to elicit information through interviews, focus groups, and question and answer sessions.
Fifteen years of progressively responsible experience in the IC.
