The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary.
For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience.

The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.
Major Duties and Responsibilities (MDRs):
DTI leads and establishes excellence in the biometric identity intelligence mission through the identification and integration of known or suspected terrorist identity centric data into TIDE; support the operational needs of intelligence and screening communities by providing biometric services, such as facial identification, that resolved known or suspected terrorist identities; forge relationships with non-traditional partners and strengthen existing relationships to acquire new biometric data, to include current and emerging modalities for known or suspected terrorist identity intelligence data while meeting the policy directives set forth by the President in HSPD-24/NSPD-5.
Analysts will work under the direction of the Sr. Forensic Analysts to produce identity comparative analysis reporting and data correlation under guidelines and procedures established by the I2 and government leads. They will conduct thorough identity analysis of media, to include detecting, extracting, adjudicating and preparing identity attributes for dissemination to the national database. Analyst will maintain thorough understanding of all tools/systems used for identity analysis of biometric and non-biometric identity attributes. Analysts will develop and train to stay proficient on operations to include adjudication of face matches. They will also provide input to weekly staff meetings and briefings on exploitation progress. Will routinely interact with interagency partners on products and support services.
Primary function will be to coordinate biometric enhancement data as directed to support the Biometric Analysis Branch in enhancing TIDE with previously untapped information.
Conduct comparison of facial images with known and unknown facial images to resolve identities.
Engage with customers to understand and participate changing needs and requirements for biometrics; offer recommendations for resolution based on analysis.
Conduct facial image analysis for quality assurance, gap analysis, and for identification of KSTs.
Author, review, and provide quality control of case notes and reports detailing findings of analysis, examinations, and conclusions.
Support team of biometric identity analysts, providing expert guidance in all aspects of the facial examination practices.
Provide training and mentorship to both contractor and USG personnel on the facial examination practices.
Use TIDE and support services, as required, to properly preserve, enhance, and archive digital images.
Conduct accurate and timely biometric searches; obtain biometric identifiers from foreign partners and law enforcement for TIDE inclusion.
Analyze numerous, complex, and diverse biometric data sets.
Analyze numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support focused on providing, integrated biometric intelligence support to TIDE customers and the greater IC.
Validate data within terrorist identity records using a variety of traditional and non-traditional intelligence sources.
Mandatory and Educational Requirements:
Thorough knowledge of terrorist identities analysis coupled with extensive knowledge of associated databases and Watchlisting procedures.
Thorough knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence and analysis.
Thorough knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively integrate their terrorist identities analysis capabilities.
Ability to logically analyze, synthesize, and judge information as well as the ability to review and incorporate multiple sources of information in performing assignments.
Ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and USG, and to earn their confidence and trust.
Interpersonal, organizational, and problem solving skills, including an ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus building.
Ability to lead, participate and implement new projects.
Demonstrated expertise in facial comparative analysis.
