The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.
Major Duties and Responsibilities (MDRs)
The Programs, Resources, and Assessments Group (PRAG) within NCTC's Directorate of Strategic Operational Planning (DSOP) assists policymakers in making critical decisions about CT policy, prioritization, and the allocation of resources by assessing the overall impact of the USG's CT strategies, plans, policies, and activities and the alignment of those efforts to NSC policy and direction. This position will support Counterterrorism Strategic Assessments that analyze the Focus Areas within the National Strategy for Counterterrorism (NSCT) to evaluate the USG's whole-of-government impact on terrorist groups and describe progress against the end states for each Focus Area. Major Duties and Responsibilities include: - Plan, guide, and conduct research and identification of key program issues, evaluate alternatives, and develop innovative proposals for decision by senior leadership and national level policymakers. - Plan, research, and identify key counterterrorism program and budget issues, evaluate program alternatives, and provide structured recommendations in accordance with the organizational policies, procedures, and viewpoints. - Plan and conduct initiatives to maintain a comprehensive awareness of analytical and statistical methods; conduct independent evaluative studies of whole of government counterterrorism issues to assess program effectiveness; and develop innovative proposals for senior officials.
Mandatory and Educational Requirements
Demonstrated ability to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues. Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches. Demonstrated representational, oral, and written communication skills, including demonstrated ability to produce clear, logical, and concise products.
