Component Mission:

The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.

Major Duties and Responsibilities (MDRs):

• The Encounters Analysis Branch (EAB) Identity Intelligence Analyst will provide all-source intelligence support on known or suspected terrorist (KST) identities within a fast-paced team environment using NCTC's unique access to foreign and domestic data. The Analyst coordinates with NCTC and community partners to aggregate identity-centric data on terrorist identities that are part of high profile threat streams as well as those that require action based on operational considerations. The Analyst then develops robust profiles on those terrorist identities within the Terrorist Identities Datamart Environment (TIDE), the USG's authoritative database on KSTs.

• Coordinate with IC stake holders such as FBI's Terrorist Screening Center (TSC) and Foreign Terrorist Tracking Task Force (FTTTF) to participate in the Platinum Project.

• Serve as a liaison to law enforcement, NCTC domestic representatives, DHS fusion centers and other state and local officials to identify KSTs in select geographical regions and prepare analyses on trends and developments affecting domestic security.

• Perform in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups and networks in order to reveal identity attributes for future analytical and watchlisting purposes.

• Present findings as appropriate via written products, graphic presentations or oral briefings.

• Coordinate identity intelligence workflows and processes daily with internal and external peers and counterparts; communicate regularly to collaborate on intelligence issues and to conduct initial assessments of the types of information and circumstances that may create opportunities to support joint-targeting activities.

• Provide guidance to junior Identity Intelligence Analysts on all-source analytic tradecraft and methodological issues pertaining to terrorist identities intelligence, and identity resolution in the context of current CT threat reporting.

Mandatory and Educational Requirements:

• Knowledge of IC organizations, policies, and procedures, and their requirements with regard to terrorist identities intelligence research and analysis.

• Demonstrated ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.

• Demonstrated ability to work under pressure with strict deadlines while maintaining a high level of attention to detail.

• Demonstrated ability to be flexible to perform a wide variety of tasks, change focus quickly, and adapt to meet mission requirements.

• Exemplary teamwork and collaboration skills, including a demonstrated ability to communicate clearly, both orally and in writing. Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively within an interagency environment requiring negotiation and consensus-building.
