Component Mission:

The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.

Major Duties and Responsibilities (MDRs)

• DTI's Identity Analyst/Trainer will provide and develop specific training to give officers knowledge and skills essential to performing DTI's mission. This individual will use established methods to conduct training needs assessments, develops learning objectives and course/program documentation, deliver instruction that elicits student participation and mastery of learning objectives, and reviews post-course evaluations. Training materials are based upon evolving policy and progressing technology. The position will require direct input and drafting of these policies, procedures and training materials.

• Perform training/briefs to Intelligence Community (IC) leaders as well as peers throughout the IC.

• Apply analytic approaches and techniques to gain an in-depth understanding of complex analytical issues and incorporate into training products/briefs.

• Maintain contact with customers in the organization and IC in order to understand their changing needs and requirements, and gather, compile, and report information that meet their needs.

• Produce products for internal and external customers that provide training and/or guidance on complex issues.

• Obtain necessary information for customer briefings and answer customer questions using provided background information, acquired materials, or information furnished via consultation with IC experts; exploit internal and external online databases, pose and obtain answers to questions from appropriate organizational and IC sources, and consult with peers, colleagues, and components as necessary.

• Establish and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration.

• Prior experience developing analytic training programs.

• Instructional design degree/background.

• Strong analytic background and experience as an analyst.

• Knowledge in crafting and implementing policies.
