The National Counterterrorism Center (NCTC) leads our nation's effort to combat terrorism at home and abroad by analyzing the threat, sharing that information with our partners, and integrating all instruments of national power to ensure unity of effort. The Center serves as the primary organization in the United States Government (USG) for analyzing and integrating all intelligence possessed or acquired by the USG pertaining to terrorism and counterterrorism, and its Director serves as the Counterterrorism Mission Manager. NCTC also serves as the central and shared knowledge bank on known and suspected terrorists and international terrorist groups, as well as their goals, strategies, capabilities, and networks of contacts and support. In addition, NCTC conducts strategic operational planning for counterterrorism activities, coordinating and integrating the efforts of departments and agencies across the Federal Government.
Major Duties and Responsibilities (MDRs)
The Programs, Resources, and Assessments Group (PRAG) within NCTC's Directorate of Strategic Operational Planning (DSOP) assists policymakers in making critical decisions about CT policy, prioritization, and the allocation of resources by assessing the overall impact of the USG's CT strategies, plans, policies, and activities and the alignment of those efforts to NSC policy and direction.
This position supports the National Security Council (NSC) and Office of Management and Budget (OMB) through the collection and analysis of CT-related budget data, provided by departments and agencies across the US Government.
The selected individual will help produce the annual National Counterterrorism Budget report (NCB), describing how USG funds are aligned against the end states described in each Focus Area of the National Strategy for Counterterrorism (NSCT).
Major Duties and Responsibilities include:
Conduct in-depth, detailed analysis and evaluation of the US Government wide Counterterrorism (CT) investments to independently document resource utilization, efficiency, productivity, and cost effectiveness levels.
Plan, develop and present findings, conclusions, options, and recommendations to NCTC senior management, as well as National Security Council and Office of Management and Budget staff.
Plan and produce CT resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and other analytic products applying extensive subject matter knowledge to support senior CT policy officials making informed programmatic decisions.
Mandatory and Educational Requirements
Demonstrated ability to apply analytic, quantitative, and qualitative techniques to analyze, evaluate, and recommend appropriate alternatives to complex issues.
Demonstrated ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; demonstrated ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches.
Demonstrated representational, oral, and written communication skills, including demonstrated ability to produce clear, logical, and concise products.
