In coordination with ODNI as appropriate, subject to the direction of the AARO Director, and consistent with applicable coordination requirements, the AARO Deputy Director will:
Establish AARO's objectives and priorities for the intelligence collection and analysis plan, including production and dissemination of UAP related intelligence;
Cooperate with relevant National Intelligence Managers to ensure maximum availability of, and access to, UAP intelligence information within the IC;
Coordinate with the relevant National Intelligence Managers to facilitate development of relationships with the intelligence or security services of foreign governments and international organizations to further AARO's mission;
Assist the AARO Director in providing executive leadership, management, and supervision of subordinate divisions and assigned mission areas;
Provide executive guidance and oversee execution of all staff actions and related operations and activities of the AARO and its supporting organizations;
Establish, implement, and monitor staff procedures to ensure all AARO staff actions are timely and complete;
Assist the AARO Director in providing policy and functional advice to DoD and IC senior leaders;
Develop and sustain close working senior level relationships with staff counterparts within OUSD(I&S), ODNI, and across the Office of the Secretary of Defense (OSD), the Joint Staff, the combatant commands, the uniformed services, the combat support agencies, the IC, and other applicable Interagency partners to ensure UAP activities are fully synchronized, coordinated, and deconflicted;
Conduct regular staff interactions with counterparts in the defense intelligence components, combat support agencies, ODNI, and the National Security Council staff to enable AARO's coordination of operations and activities in support of the UAP mission;
Lead development and delivery of strategic communications and public affairs engagements to represent AARO's vision, concept, and strategy related to UAP activities;
Provide expert advice on the planning, oversight, and reporting of defense intelligence and defense intelligence-related Collection, Special Programs, and Sensitive Activities related to UAP, with special emphasis on congressional reporting of these activities in accordance with requirements specified in existing law, regulations and policy; and
Prepare classified and unclassified testimony for congressional hearings, staff briefings, speeches, and reports on defense intelligence and defense intelligence-related Collection, Special Programs, and Sensitive Activities related to UAP to inform government officials, the public, and international partners.

1. Expert knowledge and understanding of organizational and functional relationships within DoD, the IC and the national security community;
2. Expert knowledge of DoD and IC intelligence collection disciplines, including HUMINT, SIGINT, MASINT, GEOINT, and OSINT, as well as related functional and enabling activities such as identity intelligence, cyber operations, special communications, foreign material acquisition and exploitation, and clandestine and sensitive activities and operations;
3. Knowledge of advanced management, executive, and organizational principles and practices at the national level related to programs that include development and execution of intelligence, HUMINT, SIGINT, MASINT, GEOINT, and OSINT activities as well as identity intelligence, cyber operations, special communications, foreign material acquisition and exploitation, and clandestine and sensitive activities and operations;
4. Senior level experience in drafting, coordinating, and implementing national level policies, regulations, and legislation;
5. Knowledge of DoD and IC organizations and relationships with Congress, other agencies, private industry, and the public and private sector.
6. Demonstrated ability to provide direction, operational advice, and consultation for enterprise-level activities to principals and other senior officials in the ODNI, DoD, the Military Departments, Defense Agencies, and/or defense industrial organizations; and
7. Demonstrated achievement resolving complex problems and conflicts across diverse programs and policies affecting enterprise-level activities.
