Executive Order 13587

On March 28, 2019, the Office of the Inspector General of the Intelligence Community sponsored an annual conference at the National Geospatial-Intelligence Agency (NGA) in Springfield, Virginia. The conference was designed to bring the IG community together to exchange ideas on topics of common interest and provide training through educational instruction and collaborative working group sessions.

Council of the Inspectors General on Integrity and Efficiency (CIGIE)

The ICIG works closely with CIGIE to address integrity, economy, and effectiveness issues that transcend individual government agencies, and to increase the professionalism and effectiveness of personnel by developing policies, standards, and approaches to aid in the establishment of a well trained and highly skilled workforce in the Offices of Inspectors General.

On October 1, 2017, the Council of the Inspectors General on Integrity and Efficiency announced the official launch of Oversight.gov. This new website provides a “one stop shop” to follow the ongoing oversight work of all Offices of Inspectors General that publicly post reports. Users can receive notifications when new reports are added to the site by following CIGIE’s Twitter account: @OversightGov.

Five Eyes Intelligence Oversight and Review Council (FIORC)

FIORC was created in the spirit of the existing Five Eyes partnership, the intelligence alliance comprising Australia, Canada, New Zealand, the United Kingdom, and the United States. FIORC is composed of the following non-political intelligence oversight, review, and security entities of the Five Eyes countries:


  • The Office of the Inspector-General of Intelligence and Security of Australia
  • The Office of the Communications Security Establishment Commissioner and the Security and Intelligence Review Committee of Canada
  • The Commissioner of Intelligence Warrants and the Office of the Inspector-General of Intelligence and Security of New Zealand
  • The Investigatory Powers Commissioner's Office of the United Kingdom
  • The Office of the Inspector General of the Intelligence Community of the United States


The Council members exchange views on subjects of mutual interest and concern; compare best practices in review and oversight methodology; explore areas where cooperation on reviews and the sharing of results is permitted where appropriate; encourage transparency to the largest extent possible to enhance public trust; and maintain contact with political offices, oversight and review committees, and non-Five Eyes countries as appropriate.
