Ms. Pamela Duke assumed the duties of the National Counterterrorism Center Executive Director in an acting capacity in October 2020.  She is also NCTC's Director of the Enterprise Management Office and began that position in September 2020.  The Enterprise Management Office comprises the Talent Development and Resource Management Groups.

 

Ms. Duke was previously the Assistant Director of National Intelligence for Transformation and Innovation for the Office of the Director of National Intelligence. There she was responsible for setting a vision for the ODNI and the Intelligence Community that sees beyond the status quo and overcomes barriers to transformative change.

 

In 2017, Ms. Duke completed a year Recanati-Kaplan Fellow at the Kennedy School of Government. Upon her return to the ODNI, Ms. Duke served as a core member of the ODNI Transformation Team responsible for developing initiatives, processes and structures that enable the ODNI to address the IC's most difficult challenges.

 

Ms. Duke previously served as the Executive Director of the National Counterintelligence and Security Center and held the position of Deputy Director, Policy.  Ms. Duke began her tenure with the ODNI in 2008 serving as a Senior Policy Analyst.  She previously worked in industry developing emerging technologies to counter Improvised Explosive Device attacks and supporting counterterrorism programs from 2001 to 2008.

 

Ms. Duke began her intelligence career in the United States Marine Corps where she was a Russian and Chinese linguist.  She received her Juris Doctor from Catholic University, Columbus School of Law, and her Master of Arts Degree from St. John's College.
