On March 8, 2023, Director of National Intelligence Avril Haines delivered opening testimony at a Senate Select Committee on Intelligence hearing for the Annual Threat Assessment of the U.S. Intelligence Community. DNI Haines emphasized the national security challenges posed by China, Russia, Iran, and North Korea, as well as transnational issues, such as climate change, terrorism, and emerging technologies. Thank you very much. Chairman Peters, Ranking Member Portman, and Members of the Committee. Thank you very much for the opportunity to appear before you today to discuss the overall terrorism landscape.

 

Despite significant progress in diminishing the terrorist threat to the United States, the country continues to face a diversified transnational, and in many ways unpredictable threat environment at home and abroad. An array of actors, whether foreign terrorist organizations, state sponsors of terrorism, or lone actors are shaping the nature of today's threat.

Thank you very much Chairman Reed, Ranking Member Inhofe, members of the Committee, thank you for the opportunity to speak with you today and to provide testimony, alongside General Berrier, on the Intelligence Community’s annual assessment of worldwide threats to U.S. national security.

I know how privileged I am to be a part of this community of truly talented people, to be given a chance to do something useful in service to my country and I thank you for your support for their work.

Chairman Schiff, Ranking Member Turner, members of the Committee, thank you for the opportunity to speak with you today and to provide testimony, alongside my wonderful colleagues and on behalf of the Intelligence Community, on the IC’s 2022 assessment of worldwide threats to U.S. national security.

 

Before I start, I just want to take a moment to express to you how much I have appreciated your thoughtful support and partnership this last year and to publicly thank the men and women of the Intelligence Community for their extraordinary work to keep us safe. I know how privileged I am to be a part of the Intelligence community at this time and with extraordinarily talented people, to be given a chance to do something useful in service to my country and I thank you for the opportunity.

Chairman Schiff, Ranking Member Nunes, members of the Committee, thank you for the opportunity to join you today. It’s an honor to be here with my colleagues to discuss the work we have ahead of us to advance diversity, equity, inclusion, and accessibility – or D-E-I-A – in the IC.

 

While we have exceptional leaders within the IC who are committed to promoting DEIA, many of whom have worked hard to achieve the progress we have made thus far on these issues over the last many years, we know we have a great deal of work ahead of us. These leaders know that it is not only essential to our mission and our values but to who we are as a nation. Promoting diversity – ensuring that we reflect the country we serve – is a responsibility we carry as public servants.
