Chairman Burr, Vice-Chairman Warner, and Members of the Committee... I am here today, along with leaders of the Intelligence Community, to provide you an overview of the national security threats facing our nation. But before I do, I would like to acknowledge the hard work and dedication of the men and women that make up the Intelligence Community.

Chairman Burr, Vice Chairman Warner, Members of the Committee, thank you for the invitation to offer the United States Intelligence Community’s 2019 assessment of threats to US national security.

It’s an honor to appear before you today as you consider my nomination to be the first Senate confirmed Director of the National Counterintelligence and Security Center (NCSC). I am grateful that the Congress has considered the position I currently hold to be sufficiently important to require Senate confirmation—an acknowledgment of the significant, and growing, challenges being addressed by NCSC to enhance our nation’s security.

Chairman McCain, Ranking Member Reed, Members of the Committee, thank you for the invitation to offer the United States Intelligence Community’s 2018 assessment of threats to US national security. My statement reflects the collective insights of the Intelligence Community’s extraordinary women and men, whom I am privileged and honored to lead. We in the Intelligence Community are committed every day to providing the nuanced, independent, and unvarnished intelligence that policymakers, warfighters, and domestic law enforcement personnel need to protect American lives and America’s interests anywhere in the world.
