Congressional Testimonies

Chairman Burr, Vice Chairman Warner, Members of the Committee, thank you for the invitation to offer the United States Intelligence Community’s 2017 assessment of threats to US national security. My statement reflects the collective insights of the Intelligence Community’s extraordinary men and women, whom I am privileged and honored to lead. We in the Intelligence Community are committed every day to provide the nuanced, multidisciplinary intelligence that policymakers, warfighters, and domestic law enforcement personnel need to protect American lives and America’s interests anywhere in the world.

Chairman Goodlatte, Ranking Member Conyers, distinguished members of the Committee, thank you for the opportunity to brief you today about the FISA Amendments Act (“FAA”), particularly Section 702.

I’d like to begin by thanking President Trump for nominating me for the position of Director of National Intelligence – I am humbled by his confidence in me, and will work tirelessly to lead the world’s finest intelligence enterprise.

Information and communication technologies play an increasing role in the security of the United States. Cyberspace is both a resource on which our continued security and prosperity depends, and a globally contested medium within which threats manifest themselves. As their cyber capabilities grow, our adversaries are demonstrating a willingness to use cyberspace as a platform for espionage, attack, and influence. Foreign Intelligence Entities continue to quietly exploit our nation’s public and private sectors in the pursuit of policy and military insights, sensitive research, intellectual property, trade secrets, and personally identifiable information.

Chairman Nunes, Ranking Member Schiff, and distinguished members of the Committee, I am here today to discuss how the Intelligence Community (IC) has been supporting the Department of Defense (DoD), particularly since the advent of the Office of the Director of National Intelligence (ODNI). The unclassified nature of this statement precludes us from discussing in detail many aspects of this intelligence support. As a result, we would welcome any opportunity to meet with you in closed session to fully discuss our intelligence support.
