Prior to joining the ODNI, Ms. Gibson served for over 20 years in the Army Judge Advocate General’s Corps, retiring as a Colonel. During her military career, she prosecuted and defended at courts-martial; taught criminal law, constitutional law, and law of armed conflict at the U.S. Military Academy, West Point; was the Deputy Staff Judge Advocate for Aberdeen Proving Ground, Maryland; the Staff Judge Advocate for the Army’s Criminal Investigation Command; a senior attorney at U.S. Pacific Command; and provided legal advice on intelligence operations at the Defense Intelligence Agency.
Ms. Gibson received her B.A. from Monmouth College, Illinois; her J.D. from Seattle University; and two LL.M.s: one in Military and Operational Law from the Army Judge Advocate General’s School, and a second in National Security Law from the University of Virginia.
Her military awards include the Defense Superior Service Medal, the Legion of Merit (2 awards), the Joint Meritorious Service Medal, and the Meritorious Service Medal (3 awards). In 2008 she received a Certificate of Appreciation, signed by the President, for her work on the amendments to Executive Order 12333, and in 2015 she received a Presidential Meritorious Rank Award.
Her volunteer work includes serving on the Board of Directors for the City of Fairfax Theatre Company, being an Ambassador for the Shakespeare Theatre Company, and providing support as the General Counsel for Women in Technology, a nonprofit organization dedicated to advancing women and girls in STEM.
Ms. Gibson is married to Colonel (retired) Tim Gibson, Ph.D.; they have two adult daughters.
