Principal Deputy General Counsel

susangibson Susan S. Gibson is the Principal Deputy General Counsel for the Office of the Director of National Intelligence (ODNI).  Ms. Gibson joined the ODNI in August 2005, four months after the ODNI was formed.   During the early years of the ODNI, Ms. Gibson provided legal advice on issues of first impression regarding the DNI’s authorities under the 2004 Intelligence Reform and Terrorism Prevention Act, and general legal advice in all areas of law necessary for forming a new agency.  As the Principal Deputy, she provides legal advice and counsel for all issues affecting the agency, with an emphasis on government procurement and fiscal law, privacy policy and information management, ethics, and administrative law.  Her practice is the most interesting when dealing with issues arising across the 17 elements of the Intelligence Community, which are spread across six departments and two independent agencies.
 
Prior to joining the ODNI, Ms. Gibson served for over 20 years in the Army Judge Advocate General’s Corps, retiring as a Colonel.  During her military career, she prosecuted and defended at courts-martial; taught criminal law, constitutional law, and law of armed conflict at the U.S. Military Academy, West Point; was the Deputy Staff Judge Advocate for Aberdeen Proving Ground, Maryland; the Staff Judge Advocate for the Army’s Criminal Investigation Command; a senior attorney at U.S. Pacific Command; and provided legal advice on intelligence operations at the Defense Intelligence Agency.
 
Ms. Gibson received her B.A. from Monmouth College, Illinois; her J.D. from Seattle University; and two LL.M.s: one in Military and Operational Law from the Army Judge Advocate General’s School, and a second in National Security Law from the University of Virginia. 
 
Her military awards include the Defense Superior Service Medal, the Legion of Merit (2 awards), the Joint Meritorious Service Medal, and the Meritorious Service Medal (3 awards).  In 2008 she received a Certificate of Appreciation, signed by the President, for her work on the amendments to Executive Order 12333, and in 2015 she received a Presidential Meritorious Rank Award.

Her volunteer work includes serving on the Board of Directors for the City of Fairfax Theatre Company, being an Ambassador for the Shakespeare Theatre Company, and providing support as the General Counsel for Women in Technology, a nonprofit organization dedicated to advancing women and girls in STEM.

Ms. Gibson is married to Colonel (retired) Tim Gibson, Ph.D.; they have two adult daughters.
