NCTC team pays respect at the Tomb of the Unknown Soldier
The National Counterterrorism Center Joint Counterterrorism Assessment Team, or JCAT, laid a wreath at the Tomb of the Unknown Soldier at Arlington National Cemetery on Dec. 14, 2021 to honor not just unidentified service members, but everyone who has sacrificed in service to our country.

National Counterterrorism Center Implementation Procedures for Intelligence Activities Approved by the Attorney General Pursuant to Executive Order 12333
Today, the ODNI publicly released the National Counterterrorism Center (NCTC) Implementation Procedures for the ODNI Intelligence Activities Procedures Approved by the Attorney General Pursuant to Executive Order 12333 (NCTC Implementation Procedures) to provide appropriate transparency to the American people concerning NCTC’s counterterrorism mission and its protection of privacy and civil liberties. In January 2021, ODNI issued the first Attorney General-approved procedures specifically tailored to all of ODNI and governing all of ODNI’s intelligence activities. Those procedures required ODNI’s NCTC to develop supplementary procedures to address NCTC’s additional statutory collection authority. The NCTC Implementation Procedures fulfill that requirement and also provide more specific guidance to NCTC personnel regarding the application of certain aspects of the ODNI procedures to NCTC intelligence activities.

Remnants of the al-Qaeda terrorist organization that launched the 9/11 terror attacks 19 years ago remain active throughout the world. But it is now possible to see the contours of how the war against al-Qaeda ends.
The United States had three aims in this war: strengthen the country’s border defenses, pursue our enemies and facilitate our allies’ ability to lead the counterterrorism fight. We have succeeded in making it extremely difficult for terrorists to enter the United States to conduct cataclysmic attacks, and we have bolstered our allies’ capabilities.
