What We Do

The Acquisition, Technology and Facilities organization leads the Intelligence Community’s efforts to enhance the returns on investments in technology and facilities. Our mission is to deliver innovative, technology-based capabilities which solve intelligence challenges today and in the future. AT&F takes a portfolio approach to acquire capabilities now, to coordinate those that will come next, and to sponsor research that will lead to new capabilities after next.

In particular AT&F’s activities:

  • Provide continuous oversight of selected NIP acquisitions and independently assess the status of IC acquisitions and associated IC acquisition processes.
  • Enable a Community-wide perspective to be incorporated throughout the acquisition cycle and effectively integrate IC acquisition and procurement initiatives to respond to the highest priority needs and missions.
  • Champion S&T strategies and policies, inform future IC R&D investments that deliver mission superiority, and seek out the intersections between IC mission needs and the capabilities offered by emerging S&T.
  • Coordinate IC facilities activities to address and resolve priority and strategic facility issues, and to optimize investment decisions.
  • Invest across four scientific thrust areas: Anticipatory Intelligence, Analysis, Collections and Operations.

In-STeP: The Intelligence Science & Technology Partnership

In-STeP LogoStrong, if often quiet, partnerships between the US private- and public-sectors remain the cornerstone of ensuring an overwhelming intelligence advantage for our nation’s decision makers and warfighters. In-STeP is designed to empower the IC S&T enterprise and its partners to properly inform investment decisions by ensuring additional synergy in intelligence-related research efforts.

Adoption and implementation of In-STeP will be critical for aligning IC S&T enterprise and partners’ pursuits with future intelligence and broader national security needs.

Who We Are

Kevin Meiners is the Assistant Director of National Intelligence for Acquisition, Technology & Facilities. In this role, he leads the AT&F organization which includes senior leaders and subject matter experts drawn from across the Intelligence Community with years of experience and expertise in the fields of Program Management, Systems Engineering, Research, Procurement, and Facilities Management.

Partnerships

Domestic Partners

  • Facilitate integration between the Intelligence Community and Federal, State, Local, and Tribal Partners.
  • Promote communications and training to enhance mutual understanding between and among ODNI, the Intelligence Community, and Federal, State, Local, and Tribal Partners.
  • Implement and institutionalize the Domestic DNI Representative Program.
  • Develop and implement standardized processes for collaboration between the Intelligence Community and Federal, State, Local, and Tribal Partners.

International Partners

  • Develop and implement an enterprise approach to foreign intelligence relationships, aimed at integrating and optimizing Intelligence Community engagement with foreign partners.
  • Support the overseas DNI Representatives through direct engagement that facilitate their leadership of the Intelligence Community team in the field • Lead coordination of Intelligence Community sharing and foreign liaison issues through various DNI committees and forums.
  • Integrate and align key foreign intelligence relationships through the development of ODNI Partnership Plans, as a complement to the ODNI Unifying Intelligence Strategies.

Military Partners

  • Identify emerging issues and forge solutions to ensure the fullest utilization of U.S. national intelligence capabilities in support of military operations.
  • Develop and sustain communications and collaborative networks between the Intelligence Community and U.S. Military organizations.
  • Lead, manage and oversee the DNI Representative program at military commands.
  • Foster quality Intelligence Community participation in the joint military education continuum, focusing on improving war fighter knowledge of national and allied intelligence capabilities.

Private Sector Partners

  • Raise awareness of the importance of partnerships between the Intelligence Community and the private sector.
  • Facilitate the sharing of appropriate and relevant intelligence information to the private sector.
  • Improve and expand relationships with the private sector to build trust and leverage existing efforts for the Intelligence Community.
  • Maximize the use of private sector information and expertise to support intelligence missions while protecting privacy and civil liberties.
