Bradley Booker Brad Brooker serves as Principal Deputy General Counsel and Designated Agency Ethics Official for the Office of the Director of National Intelligence. Since joining the Office of General Counsel in 2008, Mr. Brooker has provided legal advice and counsel on a range of national security matters, including oversight, compliance, and implementation of electronic surveillance programs; privacy and civil liberties; pending legislation; congressional oversight; and Intelligence Community policy and management. As Principal Deputy General Counsel, Mr. Brooker manages and oversees a staff of talented legal professionals who provide legal advice and counsel to senior leaders in ODNI on all issues affecting the agency and a diverse range of national security matters affecting the Intelligence Community.
Mr. Brooker graduated summa cum laude from Arizona State University and cum laude from American University Washington College of Law. Following law school, he clerked for the Honorable Eric T. Washington, of the D.C. Court of Appeals and the Honorable Reggie B. Walton of the U.S. District Court for the District of Columbia. Immediately before joining ODNI, Mr. Brooker was an associate at an international law firm.
