Monica Hayes


Ms. Hayes was appointed Assistant Director of National Intelligence and Chief Financial Officer in December 2015 and serves as the principal advisor to the Director of National Intelligence on financial management of the Intelligence Community. In this capacity she formulates and justifies the $50 billion annual National Intelligence Budget, oversees budget execution, leads performance management activities, and facilitates Intelligence Community fiscal accounting and financial management improvement – ensuring sufficient funds to accomplish Intelligence Community missions for an enterprise spanning six Departments (Defense, Homeland Security, Justice, Energy, Treasury, and State) and two independent Agencies (the Central Intelligence Agency and the Office of the Director of National Intelligence). Prior to this, Ms. Hayes served as Deputy ADNI/ Deputy CFO beginning in August 2009. Previously, Ms. Hayes was the inaugural Intelligence Community Performance Improvement Officer, directing performance budgeting activities and served as a foundational member of the Office of Management & Budget (OMB) Performance Improvement Council.

Ms. Hayes entered the Central Intelligence Agency service in 1997, and was promoted into the Senior Intelligence Service in 2003. She served in senior level positions leading the institutionalization of Intelligence Community -wide planning, requirements definition, and cost analysis capabilities on the Community Management Staff until 2005.

Before joining the Central Intelligence Agency, Ms. Hayes supported the National Reconnaissance Office for two years conducting program planning and advocacy, and consulting focused on improving users’ ability to leverage national intelligence systems.

Ms. Hayes began her career at the Center for Naval Analyses, a Federally Funded Research and Development Center where she spent 11 years conducting research, studies and analysis of operational warfighting, intelligence, manpower, and logistics issues for senior Department of Defense decision makers, including 2-years as an operations analyst at a Naval Air test and evaluation squadron.

Ms. Hayes has a M.S. in Operations Research from George Washington University and a B.A. in Economics from the University of Maryland.
