Ms. Catherine Johnston was appointed the Assistant Director of National Intelligence for Systems and Resource Analyses (SRA) on 16 May 2018 after serving as Principal Deputy for two years. She advises Intelligence Community seniors on all major resource allocation decisions for the National Intelligence Program. Ms. Johnston oversees a wide range of analytic efforts including independent cost estimates, requirements analysis and studies that consider future IC investment opportunities and historical IC spending patterns. She is also responsible for managing the IC requirements development and validation process, and formulating Planning and Programming guidance.

 

Prior to this assignment, Ms. Johnston served as Director for IC ITE and Digital Transformation, Defense Intelligence Agency (DIA). She explored how to leverage the digital revolution, including best practices from the public and private sector, to improve all aspects of agency business processes and operations. Beginning in October 2012, Ms. Johnston served as DIA’s Director for Analysis (DI). In this role she led DIA’s all-source analytic effort and was responsible for producing national Defense Intelligence to develop and execute the National Security Strategy. As DI, she was the Functional Manager for All-Source Analysis for the Defense Intelligence Enterprise, which includes DIA, the services, and the combatant commands. From January 2011 to September 2012, Ms. Johnston served as the inaugural National Intelligence Manager for East Asia in the Office of the Director of National Intelligence (ODNI), where she oversaw and led the IC’s efforts on East Asia. Prior to assuming her position at ODNI, she was Asia Mission Manager in the Directorate for Science and Technology at the Central Intelligence Agency.

 

She began her analytic career at DIA as a China-East Asia analyst and was a DIA analyst for 15 years. She oversaw a wide range of concerns, including force modernization, strategic issues, weapons of mass destruction, and multinational proliferation activities. She later served as Senior Defense Expert for China-East Asia and was the Asia substantive expert for the Agency. She developed an integrated China program that orchestrated activity across the Department of Defense analytic community, was the focal point for regional analytic support during operations in Afghanistan, and served on crisis support teams during Operations DESERT SHIELD and DESERT STORM.

 

She earned her bachelor’s degree from Princeton University in East Asian Studies and her master’s degree from the University of Michigan in Chinese Studies. She attended the Middlebury College Summer Intensive Chinese Language School and the Taiwan Normal University Summer Intensive Language Program. Her honors include the Defense Intelligence Directors Award, the Joint Civilian Service Commendation Award, and the National Intelligence Distinguished Service Medal, and the Presidential Rank Award.

 

Ms. Johnston was born in Taiwan and lived in the region for 13 years. She speaks Mandarin Chinese and French and is certified as a Chemical Weapons Convention Inspector. She also is an accomplished lyric soprano and enjoys finishing triathlons. She is married to Wes and has two daughters.
