On October 22, 2019, the Council of the Inspectors General on Integrity and Efficiency (CIGIE) sent a letter on behalf of 67 Inspectors General to the Honorable Steven A. Engel, Assistant Attorney General of the Department of Justice Office of Legal Counsel (OLC). In its letter, CIGIE expresses support for the position taken by the Inspector General of the Intelligence Community (ICIG), as set forth in the ICIG’s earlier letter to OLC, dated September 17, 2019. In its letter of support, CIGIE stated, “[W]e agree with the ICIG that the OLC opinion creates a chilling effect on effective oversight and is wrong as a matter of law and policy. We urge you to reconsider the conclusions of the OLC opinion and withdraw or modify it.” CIGIE also concluded that: “OLC substituted its judgment and reversed a determination the statute specifically entrusted to the ICIG because of its independence, objectivity, and expertise to credibly assess the information. In our view, the OLC’s opinion undermines the independence of the ICIG and wrongly interprets the respective roles and responsibilities of IGs and agency heads under the ICWPA [Intelligence Community Whistleblower Protection Act].”

The Office of the Inspector General of the Intelligence Community (ICIG) engaged the Office of the Director of National Intelligence (ODNI) workforce with a National Compliance Officer Day event on September 26, 2019. The outreach program was held at ODNI Headquarters in McLean, Virginia.

The Office of the Inspector General of the Intelligence Community (ICIG) processes complaints or information with respect to alleged urgent concerns in accordance with the Intelligence Community Whistleblower Protection Act (ICWPA) and the ICIG’s authorizing statute. With respect to the whistleblower complaint received by the ICIG on August 12, 2019, the ICIG processed and reviewed the complaint in accordance with the law.

The Office of the Inspector General of the Intelligence Community (ICIG) is conducting an evaluation of the Intelligence Community’s implementation of Intelligence Community Directive (ICD) 701, Unauthorized Disclosures of Classified National Security Information. ICD 701 governs Intelligence Community efforts to deter, detect, report, and investigate unauthorized disclosures of classified national security information. The ICD provides that the Intelligence Community will proactively seek to deter and detect unauthorized disclosures through training, comprehensive personnel security programs, audits and system monitoring, and other appropriate measures. In addition, ICD 701 sets forth the processes for the Intelligence Community to use to conduct preliminary inquiries into possible unauthorized disclosures, provide notifications and reports to appropriate authorities, and conduct internal and administrative investigations of unauthorized disclosures.

The Office of the Inspector General of the Intelligence Community (ICIG) hosted the fourth session of the Intelligence Community Data Analytics Community of Interest Working Group. The Working Group meets quarterly and includes members of the Intelligence Community Inspectors General Forum. The Working Group was established to explore and share ideas on data collection and analysis, enhance insights into trends and risks, and improve operations to identify potential fraud, waste, and abuse. OIG representatives from the Defense Intelligence Agency, National Geospatial-Intelligence Agency, National Security Agency, National Reconnaissance Office, Department of Justice, and the ICIG attended and discussed the Office of the Director of National Intelligence’s (ODNI’s) initiative on Augmenting Intelligence Using Machines (AIM), as well as fraud detection in the use of Government Travel Cards.
