The National Strategy for Information Sharing recognizes the importance of private sector involvement in the ISE, particularly critical infrastructure owners and operators. Consequently, the PM-ISE, working with DHS and other stakeholders, confirmed that DHS’s Critical Infrastructure and Key Resources (CIKR) information sharing approach would be fully integrated into the national ISE.

The heart of our government's national security information sharing challenge is to provide analysts the ability to analyze and quickly draw appropriate inferences from multiple and sometimes disparate information sources lies. This is to share the right information, with the right people, at the right time.

The scope of the ISE can be described as a collection of end-to-end mission processes and supporting core capabilities, enabled by standards, architecture, security, access, policy, governance, and management.

The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) builds on what law enforcement and other agencies have been doing for years—gathering information regarding behaviors and incidents associated with criminal activity—and establishes a standardized process whereby information can be shared among agencies to help detect and prevent terrorism-related criminal activity. Our office support this initiative through measurement, interagency communication, and program development.

In November 2010, President Obama signed Executive Order 13556: Controlled Unclassified Information (CUI), which standardized Executive Branch handling of information that while unclassified, still requires protection.

The mission of the Joint Counterterrorism Assessment Team is to improve information sharing and enhance public safety. In coordination with the FBI and DHS, JCAT collaborates with other members of the Intelligence Community to research, produce, and disseminate counterterrorism intelligence products for federal, state, local, tribal, and territorial government agencies and the private sector and advocates for the counterterrorism intelligence requirements and needs of these partners throughout the Intelligence Community.
