Strategy & Engagement - Who We Are

Strategy & Engagement (S&E) is led by Deputy Director of National Intelligence for S&E, Corin Stone.


  • Information & Data - Reimagines the data and information landscape in light of our digital future, ensuring that the IC collects, creates, protects, uses, shares, and manages data and information in a way that enables the IC to know, find, and use the information at the speed of relevance, and that the IC can continue to deliver the right data to the right people, at the right time, in the right form. Pre-publication review.
  • Intelligence Advanced Research Projects Activity (IARPA) - Invests in high-risk, high-reward research to achieve an overwhelming intelligence advantage for the Nation.  Drives groundbreaking research and development in support of our future strategies, enhances innovation across the breadth of IC activities, and allows the IC to take advantage of cutting-edge technology, resulting in critical advances that propel the IC forward.
  • Policy & Strategy (P&S) - Sets the strategy and policy framework, enabling the IC's ability to deliver timely, accurate, relevant intelligence, support and capabilities to stay ahead of opportunities and risks in our complex global and technological environment.  Drives the implementation of strategy and policy across the IC, ensuring current activities are aligned with future vision.
  • Legislative Affairs (OLA) - Promotes Congressional understanding and support for IC programs, resources, and mission through integrated legislative strategies and effective, transparent, and proactive engagements and collaboration with Congressional overseers and IC partners.  Works across the ODNI and IC to ensure that the IC has the legislative authorities to meet the demands of today's and tomorrow's complex national security challenges.
  • Strategic Communications - Positions the IC for the future through consistent and focused messaging and engagement that clearly communicates the vision, mission and direction of the IC over the next 5-10 years.  Builds relationships, partnerships and strategies to create the right level of insights and transparency internally and externally, garnering the understanding and support of the American public.
  • Transformation & Innovation - Identifies emerging challenges and threats that may affect our intelligence capabilities over the long term; spurs cross-IC innovation, creativity and investment to address those threats and advance Community priorities; and leads transformational IC-wide initiatives that will drive the IC toward our future goals and strategy.
