The Policy and Capabilities (P&C) Directorate drives transformation within the Intelligence Community (IC) and ensures the IC is best postured to deliver decision intelligence advantage through strategy, policy, and capabilities development.
P&C is comprised of two offices, the Strategic Capabilities Office and the Policy, Strategy, and Accountability Office.
The Strategic Capabilities Office (SCO) serves as the central integration point for addressing urgent security challenges through coordinated campaigns. These multi-agency efforts catalyze capability development. SCO focuses on leveraging industry capabilities to achieve success. SCO also provides value-added oversight of IC acquisitions and leads strategic analysis requirement development, and independent cost analysis to optimize IC investment decisions and support the DNI priorities.
Focus areas for the Strategic Capabilities Office are leading DNI-directed, results-oriented campaigns in key contested areas, such as Artificial Intelligence, Advanced Compute, and Spectrum, Space, and Sensors. Additionally, it provides rigorous, collaborative, and stakeholder-informed cost and strategic analysis to optimize IC investments and capabilities.
The Policy, Strategy, and Accountability Office is at the forefront of developing, implementing, and evaluating strategy and policy based on administration priorities to restore our technological dominance while ensuring the protection of American civil liberties. It drives IC strategy and policy development, ensuring alignment with DNI priorities.
Focus areas of the Policy, Strategy, and Accountability Office include developing and overseeing IC policy and the National Intelligence Strategy, crafting IC strategy and guidance on critical areas such as science and technology, data management, foreign disclosure and release, and hostage and wrongful detainees, and conducting net assessments and comparative analysis to inform IC decision-making.
P&C is led by the Deputy Director of National Intelligence for Policy and Capabilities, Dr. Allison “Alli” Curran.
