ODNI’s Office of Economic Security and Emerging Technologies (OESET) is a top-tier mission priority in support of President Trump’s pledge to protect national security through economic security. OESET leads the Intelligence Community’s (IC) efforts to drive U.S. technological and economic initiatives, working across IC elements and partners to preserve U.S. strategic advantage.
OESET spearheads the IC’s capabilities to prioritize, collect, analyze, and integrate intelligence on emerging technologies, critical supply chains, and economic statecraft. Under the Trump Administration, OESET has assumed an elevated role integrating cutting edge innovation into economic security efforts and enabling IC support for trade negotiations and economic standards that advance U.S. technological leadership.
Key Components:
Economic Advantage Group
Steers interagency coordination of economic statecraft, engages with private industry to fortify the intelligence industrial base, and provides intelligence support for commercial diplomacy.
Mission Coordination Group
Integrates IC efforts across economic security and emerging technology mission areas, including AI, biotech, quantum, sanctions, cryptocurrency, undersea cables, critical minerals, supply chains, industrial base, and mobilization. Delivers open-source financial intelligence for the IC and builds international partnerships to advance priorities around strategic techno-economic competition.
Investment Security Group
Leads IC analytic efforts supporting the Committee on Foreign Investment in the United States (CFIUS). Evaluates potential threats to telecommunications infrastructure for Team Telecom and assesses information and services for the Department of Commerce. Serves as the IC’s lead on a broad spectrum of business intelligence issues.
Intelligence Advanced Research Projects Activity (IARPA)
Intelligence Advanced Research Projects Activity(external link, opens in new tab) (IARPA): Spearheads research programs aligning groundbreaking advances from industry and academia with IC mission needs to fulfill Presidential direction to harness private sector innovation more effectively and urgently. Pushes scientific boundaries to develop solutions that enhance intelligence capabilities through innovative technology.
IARPA Solutions Marketplace(external link, opens in new tab): Connects innovative companies, researchers, and technology providers with government organizations through a streamlined pathway for identifying, assessing, and acquiring emerging technologies. The Solutions Marketplace enables broader acquisition vehicles to fully capitalize on America’s industrial research and development base.
