Assistant DNI, Policy and Strategy (Acting)

 

James A. Smith

smith pSMr. James A. Smith is the acting Assistant Director of National Intelligence for Policy and Strategy. In this capacity, he also serves as the Intelligence Community Information Sharing and Safeguarding Executive.

 

Mr. Smith most recently was the Deputy Assistant Director of National Intelligence for Policy and Strategy. He also served as the Director for Policy in the Policy and Strategy component of the Office of the Director of National Intelligence.

 

Mr. Smith previously served as Senior Advisor for Intelligence Community Continuity of Operations and National Continuity programs, reporting to the Assistant Deputy Director of National Intelligence for Security.

 

Mr. Smith began his tenure with the Office of the Director of National Intelligence by serving on the Executive Office of the President Transition team that stood up the ODNI in spring 2005.

 

He was previously Deputy Chief of the Director's Operations Group at the National Security Agency. Along with day-to-day management of the group, Mr. Smith focused on the Director's strategic initiatives, his communications with the workforce, and all matters involving the White House and Congress.

 

Mr. Smith served on the National Security Council staff from 1997 to 2002, first as the Senior Intelligence Analyst in the White House Situation Room and then as a Director for Intelligence Programs.

 

From 1995 to 1997, he was a regional warning officer under the National Intelligence Officer for Warning. He previously held various staff and analytic assignments at the National Security Agency.

 

Mr. Smith received his Juris Doctor and Bachelor of Arts in Political Science from the University of Florida.
