Matthew Kozma

Kozma In September 2020, Mr. Kozma was appointed the Intelligence Community Chief Information Officer (IC CIO). In this role, Mr. Kozma is responsible for leading information technology (IT) transformation, protecting the IC’s information environment, and serving as the primary advisor to the Director of National Intelligence for information management, technology, and assurance. He is also responsible for the IT infrastructure and enterprise architecture investments of all 17 IC elements and is charged with ensuring research and development activities enhance integration, interoperability, and capability alignment across the IC.

Prior to his current role, Mr. Kozma served as the delegated Department of Defense (DoD) Executive Agent for Unified Platform and Joint Cyber Command and Control, two Congressionally-directed, joint acquisitions focused on strengthening our Nation’s cyber defense posture and power projection through cyberspace. In this capacity, he led the Department’s efforts to accelerate cyber capability development and deployment to operations. Mr. Kozma has also served in numerous positions supporting the DoD, IC, and private sector on efforts spanning space, intelligence, and cyber research and development, acquisitions, operations and international partnerships.

Mr. Kozma received his commission as a graduate of the United States Air Force Academy having completed a double major earning degrees in Electrical Engineering and Applied Physics. He continues to serve as a colonel in the Air Force Reserves. He also earned a Master of Science degree in Electrical Engineering from the University of Colorado, Colorado Springs and a Master of Business Administration from the Kogod School of Business at American University. Mr. Kozma is an Air War College graduate and has completed post-graduate education at the Massachusetts Institute of Technology and Harvard University.
