On March 18, 2026, Director of National Intelligence Tulsi Gabbard delivered opening remarks at a Senate Select Committee on Intelligence (SSCI) hearing for the Annual Threat Assessment of the U.S. Intelligence Community. The opening statement as delivered is below.

WASHINGTON D.C. — Today, the Office of the Director of National Intelligence released the 2026 Annual Threat Assessment of the U.S. Intelligence Community (IC). This report reflects the insights of the entire IC, which is committed to providing timely, actionable intelligence to the President, his Cabinet, policymakers, and our service members, to ensure the safety, security, and freedom of the American people.

 

WASHINGTON D.C. — The Office of the Director of National Intelligence’s (ODNI) National Counterterrorism Center (NCTC) provided critical intelligence support and coordination for U.S. Central Command’s (CENTCOM) successful transfer of more than 5,700 ISIS detainees from Syria to Iraq, announced last week. This success is the direct result of President Trump's leadership and commitment to the enduring defeat of ISIS, bolstered by NCTC's decades-worth of consistent, accurate intelligence assessments that provided decisionmakers and the Department of War with insight to negotiate the transfers and securely remove the prisoners to Iraq.
