The Honorable Christopher Miller was sworn in as the seventh director of the National Counterterrorism Center Aug. 10, 2020.  He most recently served as Deputy Assistant Secretary of Defense for Special Operations and Combating Terrorism.

From 2018-2019, Director Miller served as the Special Assistant to the President and Senior Director for Counterterrorism and Transnational Threats at the National Security Council responsible for strategic level policy making and implementation, and support to senior NSC and White House leadership.

Director Miller served in the military from 1983-2014. He began his military career as an enlisted Infantryman in the Army Reserve in 1983 and also served in the District of Columbia National Guard as a Military Policeman.  He was commissioned as an Infrantry Lieutenant in 1987.  In 1993, he transferred to Special Forces.  Director Miller participated in the initial combat operations in Afghanistan in 2001 and Iraq in 2003 with the 5th Special Forces Group (Airborne), in addition to many follow-on deployments to both theaters.  He also has extensive inter-agency and joint special operationsl experience.

After retirement, Director Miller worked as a defense contractor providing clandestine Special Operations and Intelligence expertise directly to the Under Secretaries of Defense for Intelligence and Policy.

Director Miller holds a Master of Arts degree in National Security Studies from the naval War College and is a graduate of the Naval College of Command and Staff and the Army War College.  He lives in Virginia with his wife and they have three grown children.

Lora Shiao was named Deputy Director of NCTC in April 2020. Prior to this role, she served as Executive Director of NCTC since early 2019. Ms. Shiao held numerous other leadership positions at NCTC. She served as Deputy Director for Intelligence from 2016 to 2019, leading the Center’s all-source analysis of the capabilities and intentions of terrorist actors worldwide to inform national policymakers and support the efforts of Intelligence Community, military, law enforcement, and homeland security partners. She served as Deputy Director for Terrorist Identities from 2015 to 2016, supporting whole-of-government action in the identities intelligence mission space.


Previously, Ms. Shiao served in management positions of increasing responsibility in NCTC’s Directorate of Intelligence focused on issues including terrorist plotting against the U.S. and its interests; terrorist activities in the Middle East, Africa, and Europe; and terrorist actors’ weapons and cyber capabilities. While serving as Senior Advisor for Strategic Programs & Analysis from 2014 to 2015, she led the Directorate’s tradecraft and training efforts and was the final level of review for finished intelligence products.


Ms. Shiao’s two decades of analytic and operational experience serving in the IC include previous assignments at the Federal Bureau of Investigation and the Department of Defense, as well as joint duty rotations at other IC agencies. From 2005 to 2007, she served as intelligence briefer to the Attorney General and FBI Director. In addition to counterterrorism, she has focused extensively on regional topics in East Asia and the Middle East, and more broadly on science and technology capabilities.


Ms. Shiao was appointed to the Senior National Intelligence Service in May 2014.

Clare Lankins NCTC

Clare Linkins

Clare Linkins was named Executive Director of NCTC in April 2020. Prior to this role, Ms. Linkins served as the Director for Strategic Operational Planning at NCTC and was the first civilian senior executive to hold the position. In this role, she was responsible for overseeing NCTC’s strategic planning, assessment, and mission management efforts across the full spectrum of counterterrorism issues. While serving in DSOP, she established the team responsible for leading the interagency process to draft and coordinate the 2018 U.S. National Strategy for Counterterrorism.


Before joining DSOP, Ms. Linkins spent 10 years in a variety of analytic and leadership roles in the Center’s Directorate of Intelligence. From 2015 to 2017, she served as the Chief of the Tactics and Technology Group, leading NCTC’s analytic efforts across a broad range of issues, including terrorist activity in the cyber domain; terrorist tactics and use of emerging technologies; and threats to transportation and infrastructure.


Prior to NCTC, Ms. Linkins worked in the corporate sector and academia. She led projects for U.S. Government clients focused on technology trends and emerging issues with the potential to affect global security. At Georgetown University, she worked in the School of Foreign Service, managing outreach and research activities focused on the Islamic world. She also served as a senior research manager for a company advising Fortune 1000 companies on business best practices.


Ms. Linkins holds a Master of Arts in Security Studies from Georgetown University and a Bachelor of Arts in Foreign Affairs from the University of Virginia. She also studied Politics, Philosophy, and Economics at Oxford University in England
