NCTC Supports Arrest of Sinaloa Cartel Member, Keeping Americans Safe During Democrat Shutdown

 

WASHINGTON, D.C. – The Office of the Director of National Intelligence’s (ODNI) National Counterterrorism Center (NCTC) provided intelligence to the U.S. Marshals Service that supported an interagency operation enabling the arrest of a dangerous Sinaloa Cartel member, Jason Duncker, near Monterrey, Mexico on October 2, 2025.

As a facilitator for the Sinaloa Cartel, Duncker repeatedly put the lives of the American people at risk as he trafficked more than 75 kilograms of cocaine into the United States and then distributed hundreds of thousands of dollars from the drug sales to members of his Sinaloa network. In addition to trafficking on behalf of the Sinaloa Cartel, he also facilitated the movement of drugs and money for the Gulf Cartel.

“While the Democrats in DC refuse to keep our government open, terrorist cartels and gangs that smuggle deadly drugs into our nation do not take days off. Our analysts, many working without pay, recognize the safety of our nation is at stake and are focused on the mission,” said NCTC Director Joe Kent. “NCTC employs some of the best analysts and targeters in the world – experts at putting tactical intelligence into the hands of law enforcement officers on the ground. They know where terrorists work, sleep, and park their cars. Thursday’s arrest sends a clear message to terrorists: we will find you. I am proud of the NCTC team’s patriotism, resolve, and commitment to eradicating terrorist threats to the United States.”

After President Trump’s historic designation of cartels and transnational gangs as Foreign Terrorist Organizations (FTO), Director of National Intelligence Tulsi Gabbard directed NCTC to provide intelligence and vetting resources to our partners to go after terrorists who traffic deadly narcotics into the country. NCTC is applying two decades of counterterrorism expertise to assist law enforcement partners in targeting terrorists, including FTO-designated cartels, like the Sinaloa and Gulf cartels, who use violent tactics, terrorize localized communities, and control territory where they can engage in profitable illicit activity.
