Atom Data Encoding Specification for Content Discovery and Retrieval Result Sets (DOD)
OverviewThe Content Discovery & Retrieval (CDR) framework enables the use of results sets in service responses. As various service specifications leverage the Atom 1.0 feed syndications format, guidelines must be created to ensure consistent usage across CDR Search REST and SOAP specifications. In addition to the general guidelines for the use of Atom as described at http://www.atomenabled.org and in Atom 1.0 specification itself, this document extends the base specification to support information requirements in the CDR Search component. The guidance provided in this document focuses largely on the use of Atom 1.0 feed syndication format itself and the general format of commonly used extensions.
This specification supports Intelligence Community Directive 501(ICD 501), Discovery, Dissemination or Retrieval of Information within the Intelligence Community, which establishes policies for (1) discovery, and (2) dissemination or retrieval of intelligence and intelligence-related information collected, or analysis produced by the Intelligence Community.
Compliance with this specification is measured against all aspects of the technical and documentary artifacts contained within the specification release package. This specification is maintained by the IC Chief Information Officer via the Services Coordination Activity (SCA) and Content Discovery and Retrieval Integrated Product Team (CDR IPT).

Value Proposition
This specification is designed to fulfill a number of requirements in support of the transformational efforts of the Intelligence Community and Department of Defense Enterprise(IC/DoD). Features of this specification are to:
- To provide guidance on leveraging Atom 1.0 as a result set for both the CDR REST and SOAP Search specifications
- Support the implementation of both the IC/DoD Content Discovery & Retrieval SOAP [CDR-SS] and REST [CDR-RS] Interface Specifications for CDR Search.

Review Group on Intelligence and Communications Technologies Seeks Public Comment

September 4, 2013On August 12, 2013 President Obama directed the establishment of the Review Group on Intelligence and Communications Technologies. While the Review Group is administratively housed at the Office of the Director of National Intelligence (DNI), it is conducting an independent review and will report to the President through the DNI.
President Obama met with the members of the Review Group on August 27, Richard Clarke, Michael Morell, Geoffrey Stone, Cass Sunstein and Peter Swire. The President thanked the Members of the Group for taking on this important task and looks forward to hearing from them as their work proceeds.
Seeking Public Comment
The Review Group is seeking public comments on all matters that the President has directed it to examine, namely, how in light of advancements in communications technologies, the United States can employ its technical collection capabilities in a manner that optimally protects our national security and advances our foreign policy while respecting our commitment to privacy and civil liberties, recognizing our need to maintain the public trust, and reducing the risk of unauthorized disclosure. Review Group on Intelligence and Communications Technologies Conducts Meetings with Privacy and Civil Liberties Experts and Information Technology Industry Experts

September 9, 2013Today, members of the Review Group on Intelligence and CommunicationsTechnologies met with more than a dozen privacy and civil liberties groups and experts to hear comments about how the review group should carry out its tasks. Participants discussed recommendations about how to respect the Intelligence Community’s commitment to privacy and civil liberties and maintain the public trust.
In a separate meeting, the review group today met with information technology companies and experts. Participants discussed the foreign policy implications, including economic implications, of U.S. policy concerning intelligence and communications technology.
The meetings today are part of the Review Group’s overall efforts to receive comments from the public on all matters that the President has asked it to examine.
