Bradley (Brad) Brooker assumed the role of Acting General Counsel for the Office of the Director of National Intelligence (ODNI), effective March 3.


As chief legal officer of ODNI, Mr. Brooker is responsible for overseeing legal matters arising within the agency, as well as coordinating legal issues throughout the Intelligence Community. Since joining the Office of General Counsel in 2008, Mr. Brooker has provided legal advice and counsel on a range of national security matters, including oversight, compliance, and implementation of electronic surveillance programs; privacy and civil liberties; pending legislation; congressional oversight; and Intelligence Community policy and management. Mr. Brooker manages and oversees a staff of talented legal professionals who provide legal advice and counsel to senior leaders in ODNI on all issues affecting the agency and a diverse range of national security matters affecting the Intelligence Community. He also serves as the Designated Agency Ethics Official.


Mr. Brooker graduated summa cum laude from Arizona State University and cum laude from American University Washington College of Law. Following law school, he clerked for the Honorable Eric T. Washington, of the D.C. Court of Appeals and the Honorable Reggie B. Walton of the U.S. District Court for the District of Columbia. Immediately before joining ODNI, Mr. Brooker was an associate at an international law firm.
