How We Work

Strategic Communications positions ODNI and the Intelligence Community for the future through consistent and focused messaging and engagement that clearly communicates the vision, mission, and direction of the IC.

Strategic Communications builds relationships, partnerships and strategies to create the right level of insights and transparency with the American public and the IC workforce.

Strategic Communications consists of three groups: Internal Communications, Public Affairs, and Multimedia.

  • The Internal Communications Group manages internal workforce engagement both within the ODNI and across the IC. This group works closely with ODNI leadership to ensure the widest internal audience receives important information directly and in a timely manner. This team is the primary liaison to other IC internal communication offices and works to share information and key messages
  • The Public Affairs Group manages ODNI and IC external engagements, ensuring that ODNI engages appropriately with the media and the American people, to foster understanding, transparency, and confidence in the work of the IC. The public affairs staff establishes professional relationships with print and broadcast reporters, responds to press inquiries, develops media strategies in advance of newsworthy events or announcements, and manages external engagements.
  • The Multimedia Group supports key messaging through visualization and multimedia content creation like photography, videography, graphic design, web and social media. The group works to develop and deliver robust multimedia capabilities in products and platforms the ODNI and IC use to communicate internally and externally.

The Office of the Director of National Intelligence Strategic Communications (SC) serves as agency’s lead for all internal and external communications. SC develops communication strategies to help disseminate key messages to various audiences including members of the Intelligence Community, the internal ODNI workforce, members of the media, and the general public.

SC is led by the Assistant Director of National Intelligence for Strategic Communications, Timothy Barrett, and consists of three distinct areas: public affairs, internal communication, and multimedia. All components work in coordination to ensure that messages are consistent and are disseminated to the appropriate audience in a timely manner.
