The Office of the Inspector General of the Intelligence Community (IC IG) completed an evaluation of the Intelligence Community (IC) implementation of security clearance reciprocity (INS-2020-001). The evaluation examined whether IC elements complied with Security Executive Agent Directive (SEAD) 7, Reciprocity of Background Investigations and National Security Adjudications, issued by the Director of National Intelligence on November 9, 2018.

The Inspector General of the Intelligence Community (IC IG) recently released its Semiannual Report to the Director of National Intelligence (DNI) and Congress for the period of April 1, 2021, through September 30, 2021. The National Security Act of 1947 (as amended) requires the IC IG to prepare and submit to the DNI a classified and, as appropriate, unclassified Semiannual Report summarizing the work of the IC IG for the preceding six-month period.

The Office of the Inspector General of the Intelligence Community (IC IG) joined a global effort to promote fraud awareness with an event for the Office of the Director of National Intelligence (ODNI) workforce on November 17, 2021. The program was held at ODNI’s headquarters in McLean, Virginia, and the Intelligence Community Campus – Bethesda, Maryland.

The Office of the Inspector General of the Intelligence Community (IC IG) has released its Annual Work Plan, a summary of the statutory and discretionary projects that are underway or planned for Fiscal Year (FY) 2022. The projects support the IC IG’s statutory responsibility to promote economy, efficiency, and effectiveness in the administration and implementation of the programs and activities within the responsibility and authority of the Director of National Intelligence, and to prevent and detect fraud and abuse in such programs and activities.

On December 18, 2015, Congress passed Public Law 114-113, the Consolidated Appropriations Act, 2016, which includes Title I - the Cybersecurity Information Sharing Act of 2015 (the Act). The Act was established to improve cybersecurity in the United States through enhanced sharing of cyber threat information. The Act requires the inspectors general of the “appropriate Federal entities,” defined as the Departments of Homeland Security, Justice, Defense, Commerce, Energy, and the Treasury, and the Office of the Director of National Intelligence (ODNI), “in consultation with the Inspector General of the Intelligence Community and the Council of Inspectors General on Financial Oversight,” to jointly report to Congress by December 18—every two years—on the actions taken over the most recent two-year period to carry out the Act. The Office of the Inspector General of the Intelligence Community (IC IG) audited the ODNI’s implementation of the Act for calendar year (CY) 2019 and CY 2020. The results presented in the ODNI report will also be included in the joint, biennial report due to Congress by December 18, 2021.

The Office of the Inspector General of the Intelligence Community (IC IG) completed the Classification Review of the Office of the Director of National Intelligence (ODNI), Fiscal Year 2020. The National Defense Authorization Act for Fiscal Year 2020, Public Law 116- 92 § 6721, required the IC IG to submit a report on the ODNI classification and declassification processes to the congressional intelligence committees.
