The Policies and Capabilities Directorate advances the integration of mission priorities and requirements across the IC to develop and implement strategy, policies, and capabilities to meet future challenges and opportunities in support of our Nation's security.

Mission Integration (MI) is led by the Deputy Director of National Intelligence for Mission Integration, Dr. William Ruger.

 

  • Mission Performance, Analysis & Collection - The Mission, Performance, Analysis, and Collection (MPAC) works to strengthen the IC's ability to respond to national intelligence priorities in a multi-INT, cross-discipline environment, MPAC accomplishes this mission by working across the IC to ensure our people, processes, and technologies meet the demanding needs of the analysis and collection mission areas, while promoting integrity and tradecraft.
  • National Intelligence Council (NIC) - The National Intelligence Council is responsible for leading analysis across the IC to inform immediate and long-term policy deliberations.  The National Intelligence Officers (NIOs) serve as the principal subject matter experts to the DNI and national security decision makers on all aspects of analysis related to their regional and functional roles.
  • National Intelligence Management Council - The National Intelligence Management Council serves as the DNI's principal substantive advisors within and across specific regions and functional issues while conducting individual and collective strategic oversight of the Intelligence Community by integrating collection, analysis, counterintelligence, and resource programming, and other intelligence activities and issues. The NIM includes functional managers such as NIM Aviation.
  • President's Daily Brief - The President's Daily Brief (PDB) is an IC publication produced for the President under the auspices of the DNI.  Since the overarching intent of the PDB is to provide insights that are both useful and new to the President, the DNI selects articles for the PDB based on their ability to help the President avoid tactical surprises, manage ongoing crises, or craft policies to advance US strategic interests.

Defense Security Service (DSS) Center for Development of Security Excellence (CDSE) Online Training

 NOTE:  For agencies without "in house" training for their workforce, the NITTF issued a directive in 2014 for federal agencies to use the Defense Security Service (DSS) Center for Development of Security Excellence (CDSE) web-based Insider Threat Awareness course. The DSS CDSE site is open to all government D/As, and certificates are available after course completion.

Policy and Capabilities (P&C) is led by the Deputy Director of National Intelligence for Policy and Capabilities, Amaryllis Fox Kennedy.

 

  • Acquisition, Procurement & Facilities (AP&F) - Acquisition, Procurement & Facilities serves as the IC Senior Acquisition Executive (SAE) and facilitates improvements in the IC mission by providing confidence that investments in new capabilities are available quickly, developed effectively, and meet user needs.  AP&F is also responsible for executing IC Senior Procurement Executive (SPE) and IC Senior Real Property Officer (SRPO) functions that enables communities of practice to ensure IC professional skills and tools are world-class across acquisition, procurement, contracting, infrastructure, logistics, and facilities management disciplines.
  • Data and Partnership Interoperability (DPI) - The Data and Partnership Interoperability (DPI) office is responsible for leading the IC in managing information and data to ensure that it gets to the right people at the right time in the right format, while building, enabling, and maintaining domestic partnerships to mutually share information, people, processes, technologies, innovations, and ideas to inform decision making at all levels while advancing the IC mission and strengthening national security. DPI partners include the White House, IC elements, Federal, State, Local, Tribal, and Territorial governments and a broad range of private sector partners including industry, non-government organizations (NGOs), and academia.”
  • Policy & Strategy (P&S) - Sets the strategy and policy framework, enabling the IC's ability to deliver timely, accurate, relevant intelligence, support and capabilities to stay ahead of opportunities and risks in our complex global and technological environment.  Drives the implementation of strategy and policy across the IC, ensuring current activities are aligned with future vision.
  • Requirements, Cost, and Effectiveness (RC&E) - Requirements, Cost, and Effectiveness (RC&E) informs decision making by delivering insight on the future intelligence environment and fact-based analysis on strategic issues, capabilities, cost, and effectivness.
  • Intelligence Advanced Research Projects Activity (IARPA) - Invests in high-risk, high-reward research to achieve an overwhelming intelligence advantage for the Nation.  Drives groundbreaking research and development in support of our future strategies, enhances innovation across the breadth of IC activities, and allows the IC to take advantage of cutting-edge technology, resulting in critical advances that propel the IC forward.

This mental wellness training was developed by the Office of Intelligence Community Equal Employment Opportunity and Diversity to explain challenges our workforce may endure if they are experiencing mental health issues. While there are times when behaviors of security concern overlap with mental disorders and require further review, the overwhelming reason for an employee to visit an agency’s Employee Assistance Program (EAP) is to have an objective, trained professional help sort out generally temporary and minor emotional problems. NITTF Endorsed Workforce Training:

In addition to training tailored for your insider threat professionals, the Minimum Standards also require insider threat awareness training for the federal workforce. Many D/As have taken the initiative to develop their own training in line with the standards. National Counterterrorism Center
